theme with options

Hi, am thinking of creating a template with options in the backend and not is if it is possible.
The process would be to make a plugin that to install it copy the files of the theme in the template directory would be with Dir:copy and File::copy and but I have doubts if I need to create a database for options or simply to create a kind of gateway.I hope I have explained well this English I feel very bad.
